Metir has signed a memorandum of understanding, or MoU, with Portsmouth Aviation covering its Paqua water technology division.
The two UK companies plan to evaluate whether their technologies can be combined into an integrated water treatment and monitoring solution. Initial commercial efforts are expected to focus on the Gulf Cooperation Council, or GCC, before potentially extending to the UK and other international markets.
An MoU establishes a framework for the companies to work together and assess an opportunity. At this stage, it is not the same as announcing a firm customer contract, confirmed revenue or a purchase order.
That distinction is important. The announcement expands Metir's potential route to market, but the commercial value remains not disclosed.
The proposed technology combination
The collaboration brings together Portsmouth Aviation's PaquaVida water purification platform and Metir's Modern Water Microtox biological monitoring technology.
PaquaVida is a mobile, containerised system designed to produce safe drinking water from a range of non-potable sources. It can provide up to 300,000 litres of potable water per day and is intended for locations without established water infrastructure.
The system also generates hypochlorous acid, or HOCl, on site. This is a disinfectant used as part of the treatment process. According to the announcement, the platform can reduce reliance on bottled water and chemical treatment.
Modern Water's Microtox platform provides rapid biological water-quality monitoring. The proposed combination would therefore cover both sides of the water-quality challenge: treating the water and continuously checking its biological condition.
The MoU also includes the possibility of collaboration in PFAS and pathogen detection. PFAS are a group of persistent manufactured chemicals that require specialist monitoring.

What happens next?
Metir and Portsmouth Aviation intend to assess several forms of practical collaboration. These include joint customer engagement, technical work, demonstration projects and pilot installations.
The companies will also consider how their respective systems could be integrated and deployed across water infrastructure projects in the UK and overseas.
This gives the MoU a sensible commercial structure. Rather than immediately committing to a full product launch, the parties can test technical compatibility, demonstrate the proposition to prospective customers and assess demand.
However, investors should recognise how early the process remains. The RNS does not disclose a launch timetable, project pipeline, expected investment, revenue target, margin contribution or binding customer commitments.
Why is the GCC the initial focus?
Metir says investment in desalination, water reuse and critical water infrastructure across the GCC is driving demand for integrated treatment and monitoring solutions.
The companies also bring existing regional experience. Modern Water has deployed 27 Microtox Continuous Toxicity Monitors across Doha's drinking water network.
Meanwhile, Paqua technology has installations across Europe, the Middle East and North Africa. Portsmouth Aviation also has an established business presence in Qatar and the Kingdom of Saudi Arabia.
Those existing footprints could help the partners identify customers and demonstration opportunities. They do not, though, guarantee that the MoU will result in contracts.
Why the announcement matters for Metir
The strategic attraction is reasonably clear. Metir currently provides monitoring technology, while Paqua supplies purification and disinfection systems. Combining them could create a broader proposition for customers that want both treatment and ongoing water-quality analysis.
This could widen the number and type of projects for which Modern Water's technology is relevant. It may also allow Metir to engage with customers earlier in the infrastructure process, rather than supplying a standalone monitoring component.
The mobile nature of PaquaVida is another potentially useful feature. Its capacity of up to 300,000 litres per day and suitability for remote locations could support applications where permanent water infrastructure is unavailable or impractical.
For Metir, the announcement also fits its stated focus on fast-response, mobile and point-of-use water and environmental monitoring. Its two trading divisions are Modern Water and Microsaic Systems, the latter specialising in mobile PFAS monitoring.
The positives for investors
There are several encouraging aspects to the MoU:
- The technologies appear complementary, linking water treatment with continuous monitoring.
- Portsmouth Aviation already has a business presence in Qatar and Saudi Arabia.
- Modern Water has an established regional deployment through the 27 monitors operating across Doha's drinking water network.

The risks and unanswered questions
The main limitation is that this is an evaluation-stage announcement.
No customer contract has been announced and the financial terms of the MoU are not disclosed. There is also no information on expected development costs, how future revenue would be shared or whether technical integration will require additional investment.
A pilot project would represent progress, but it would still need to convert into repeatable commercial orders. Water infrastructure procurement can also involve demonstrations, technical approval and customer testing, although the RNS does not provide a likely sales timetable.
Investors should therefore look for evidence that the relationship is moving beyond evaluation. Useful milestones would include named pilot installations, customer orders, contract values, deployment schedules and details of Metir's expected share of project economics.
The bottom line
Metir's MoU with Portsmouth Aviation is strategically credible because it combines complementary treatment and monitoring capabilities while targeting markets where both parties already have a presence.
The proposed solution could broaden Modern Water's commercial reach and give customers a more complete offering, spanning purification, disinfection and real-time biological analysis.
For now, however, this is an opportunity rather than confirmed business. No revenue, contract value or customer commitment has been disclosed. The key test will be whether joint engagement and pilot work lead to paid deployments, particularly in the GCC.
